Chris Holcomb specializes in urban policy analysis, market analysis, development feasibility analysis, and inclusive economic development. His work includes helping communities improve their economic and planning policies to encourage affordable housing and transit-oriented development. Chris has extensive experience with multiple qualitative, quantitative, and spatial analytic methods.
While at Strategic Economics, Chris has worked on a variety of policy and financial analyses to support affordable housing and community benefits policies—including work for the City of Hayward, California and the Niagara Frontier Transit Authority in Buffalo, New York. He has also contributed to various area planning, transit-oriented, and regional planning efforts to improve equity outcomes and support economic vitality—including clients such as the East Bay Economic Development Alliance and LA Metro. Prior to his time at Strategic Economics, Chris served as a partner to the Brookings Institution in work on economic inclusion in Indianapolis, served as a GIS specialist, and worked with clients across the country in an economic research consulting role. He also has experience in the community development field.
Chris holds a Master of Public Affairs from the O’Neill School of Public and Environmental Affairs at Indiana University, Indianapolis. His studies focused on policy analysis and indicators of neighborhood change. He also holds a Bachelor of Science in Economics from Purdue University, with minors in Sociology and Environmental Policy. He is based out of Indianapolis, IN.
